Throughout his career—as a teacher, principal, and district leader—he has remained committed to creating safe, inclusive, and engaging learning environments where every student is known and supported. He is recognized for his integrity, collaborative approach, and understanding of the unique challenges and strengths of small, rural school districts.

"I am excited and honored to serve as superintendent of North Powder School District. It is truly a privilege to accept this role, because I believe leadership is an opportunity for service, and I approach this work with a servant leadership mindset. My commitment will be to listening, learning, and working alongside our students, staff, and community to provide the best opportunities for each and every student," said Mr. Baxter  "I'm grateful to be part of such a strong community as North Powder, and I'm confident that the relationships we build and our commitment to students and educators will provide for continued strength at NPSD."
